Again, this is the same results I got, the only difference is that my machine is older and slower compared to your machine, but since I am using the same machine to do the tests it is still irrelevant, the version 8.0 still are requiring more than double the time which is required by 5.7, same as your results.
and if you have tested on 5.5, then you would probably finished restoring the file in less than 2 seconds on your machine.
again, these are the tests which I did on my slow machine:

mysql 8.0.24 2m.11sec
mysql 5.7.33 1m.05sec
mysql 5.6.51 0m.34sec
mysql 5.5.62 0m.14sec

again, all the versions before 5.6 are doing great, but from 5.6 onward the time get doubled every time.

Do you have the picture now, something was introduced or changed in 5.6 that is making the MySQL server to perform slower.
I need to find out what is the cause of this?
