(i) I can't reproduce your slow dump insert performance---even on an ancient PC with slow hard disks, your 21MB import file runs in 30 secs under MySQL 8.0

(ii) the actual insert speeds in 5.7 and 9.0 are nearly identical, the speed diff from 5.7 to 8.0 is due to background housekeeping, which in turn reflects improved functionality in 8.0.

Why your PC is unusually slow, I can't tell from here. If it once ran 5.5, it's an old machine, but the PC I just reported on is also old.

So if you wish to improve dumpfile insert speed, the options open to you appear to be (i) use mysql shell and its parallel processing functionality, (ii) replace your hard disk with an SSD, and/or (iii) get a new PC.
