With 8.0.23 just now I see 40MB imported across a LAN in 25 secs. hard disk not SSD. My experience with 8.0.x has been like that, so it looks likely that your problem is settings.

If you can produce a script that replicates what you describe and wish developers to see it, consider posting it to bugs.mysql.com.
