mysql -uhubbing -p forum < /usr/vbulletin.sql
does user hubbing have a password, is forum the database.
if so
mysql -uhubbing -ppassword forum < /usr/vbulletin.sql
else
mysql -uhubbing forum < /usr/vbulletin.sql

[root@localhost ~]# cat ./try.sql
select version();
[root@localhost ~]# mysql -uroot mysql < ./try.sql
version()
3.23.58
[root@localhost ~]#

only the latest technology for me. :)
