Yes, exactly, that's what I did. On Windows XP, do Start > Settings > Control Panel > Security Center > Windows Firewall > Exceptions. You'll see a "Programs and Services" list. You need to add the MySQL executable to this list, so that when it requests its port (typically 3306) Windows Firewall will grant it access. Choose the "Add Program" button. Click "Browse" and navigate to your MySQL executable, e.g. [MySQL home directory]/MySQL/MySQL Server 5.0/bin/mysql.exe. Click "Ok". You should see mysql.exe added to the list of "Programs and Services". Execute [MySQL home directory]/MySQL/MySQL Server 5.0/bin/MySQLInstanceConfig.exe to open the configuration wizard, and try your configuration again. Should work...hopefully. :)
