SIMPLE AND EASY SOLUTION

do the following steps.
1. turn off ur firewall.
2. go to run command(win+R) type "services.msc"
3. select mysql
4. usually it maybe off. start the service.
5. change manual to automatic.
6. save and exit.
7. try once again to signin to mysql.
8. Sucessfully loged in.
9. remember me and say thanks ;-)
