I've been banging my head on this issue for many hours and finally found my issue that was causing this same error:

My target table had a primary key on two fields, one of which was my foreign key target. PhpMyAdmin was listing the target field as available, but this error 1005/150 resulted every time I tried to add it.

Adding a second key only the target field allowed the foreign key to be added.


Hope this helps someone with a similar issue.
