I experienced the same problem with the following...

CREATE TABLE `LANGUAGE` (
`LANGUAGE_CODE` varchar(20) NOT NULL,
`DESCRIPTION` varchar(255) default NULL,
PRIMARY KEY (`LANGUAGE_CODE`)
) ENGINE=InnoDB DEFAULT CHARSET=utf8;

I did find that if I remove 'ENGINE=InnoDB' it works, however I need InnoDB.
