You should create table in which is included foreign key after the table you are creating foreign key for.

Ex. create table customer(
id int primary key auto_increment,
name varchar(10),
sname varchar(10)
)type=Innodb;

create table borowed(
b_id int primary key auto_increment,
c_id int,
num_bor int,
foreign key (c_id) references customer(id)
)type=Innodb

It worked for me, and not used any indexing or something else
