I run into the same problem in my dev environment, finally i found out the solution:

In the definition of table (table1) which i am trying to create, there is a "DEFAULT CHARSET=utf8", but this table1 is also referencing the field of another table (table2) and that table2 is not "DEFAULT CHARSET=utf8". Therefore, once i create the table1 without "DEFAULT CHARSET=utf8", then everything is ok
