My column_reference was not a PK. So i created a index for it.
And i disabled the foreign_key_checks. After, set up it for 1.

/* index */
CREATE INDEX `index_name` ON table_reference(`column_reference`);

/* FK */
SET FOREIGN_KEY_CHECKS = 0 ;

ALTER TABLE `table`
ADD CONSTRAINT `FK_table_column_reference` FOREIGN KEY (`column_reference`) REFERENCES `table_reference` (`column_reference`);

SET FOREIGN_KEY_CHECKS = 1 ;
